Last summer, some twenty-eight thousand homeless people were afforded shelter by the city of New York. Of this number, twelve thou sand were children and six thousand were parents living together in families. The average child was six years old, the average parent twenty seven. A typical homeless family included a mother with two or three children, but in about one-fifth of these families two parents were present. Roughly ten thousand single persons, then, made up the remainder of the population of the city’ s shelter.
These proportions vary somewhat from one area of the nation to another. In all areas, however, families are the fastest-growing sector of the homeless population, and in the Northeast they are by far the largest sector already. In Massachusetts, three-fourths of the homeless now are families with children; in certain parts of Massachusetts-Attleboro and Northampton, for example-the proportion reaches 90percent. Last week, Utah federal Judge Paul G. Cassell handed a 22-year sentence to a man who beat an elderly woman to death with a log. A few hours later, Judge Cassell sentenced a 25-year-old first-time drug offender to 55 years.
If you think Judge Cassell liked sentencing a small-change drug dealer to more time than a violent killer, guess again. The judge had no choice. Federal law demanded the sentence, despite Judge Cassell’s pointed questioning if there was a "rational basis" for sentencing Weldon H. Angelos, the father of two young children, to more time than he could sentence a hijacker, murder or rapist.
Blame federal mandatory minimum sentencing rules. A jury found Angelos guilty on three separate charges of possessing a firearm while he sold a half-pound of marijuana for $ 350. The first charge of possessing a gun during a drug transaction brought a five-year sentence--the second two charges brought 25 years each. That adds

Nothing approaching last week’ s toll of death and destruction has visited European or U. S. shores, but that doesn’ t mean they are invulnerable. Large tsunamis are not that rare and, every now and again, they crash into familiar ports of call, sweeping away people and property. In 1960, for example, a tremendous earthquake in Chile unleashed an armada of giant waves that killed 61 on the island of Hawaii before moving on to kill at least 100 on the Japanese island of Honshu. Four years later, a tsunami triggered by an earthquake off the coast of Alaska resulted in more than 100 deaths there.
The worst European tsunami in recorded history occurred in 1755, when an earth quake off Portugal’ s Atlantic coast sent gigantic waves crashing into Lisbon.
