所以说，“稳中求进”要照我的理解，实际上非常重要的“稳”，稳在哪里？是稳经济、稳社会，稳经济也是为了稳社会。“求进”，是要在经济的增长和社会的协调发展方面求进。比如说2011年有大量的群体事件，还有一些重要公共事故，比如说“动车追尾事故”，“甘肃校车”的事情，这一大堆的事情，还有网络事件，把我们这些公益机构、公益团体、基金会搞得不亦乐乎。//
这样一系列问题都在2011年集中爆发，这样就导致老百姓的信心，对于政府的信心，对于公益机构的信心，对于某些政府部门——比如说铁道部——的信心实际上是在下降的。那么，你要稳中求进，就要各个方面都提倡诚信，要把诚信当作一个非常重要的指标。怎么能够政府要让老百姓满意，公益机构要让老百姓满意，我们各个政府的部门是做公共服务的，要让老百姓满意。所以，这就是“进”。

America’s always been a nation of doers. We build things, we take risks, and we believe that if you have a good idea and are willing to work hard enough, you can turn that idea into a successful business. Today, entrepreneurs are everywhere, in labs, in garages -- all across America, they’re working on new sources of clean energy, cures for life threatening diseases, and inventions that will transfer the way we see the world. And because the new businesses they create are responsible for most of the new jobs in this country, helping them succeed is essential to helping our economy grow. That’s why we need to do everything we can to make it easier for America’s entrepreneurs to take an idea from the drawing board, to the factory floor, to the store shelves. //
